I decided to take another look at this, this time digging into the upstream git history to see if it revealed any
clues. From the upstream git history it looks like 0.10 is basically a rewrite/redesign.

I therefore decided to package rust-semver-parser-0.9 as a seperate source package. With this in place I was able
to get an autopkgtest pass on debcargo. I have now uploaded the 0.9 package to new, if the ftpmasters accept it
I will follow it up with uploads of rust-vte, rust-core-foundation and rust-cargo and a source-only upload of
rust-semver-parser-0.9.

Fingers crossed that will be enough to get debcargo back in testing.
