This is what I get when I use cargo-outdated 0.9.9 on the safe-rm repo:


  $ git clone https://git.launchpad.net/safe-rm
  $ cd safe-rm
  $ cargo outdated
  error: failed to parse manifest at `/tmp/user/1000/cargo-outdatedeMctiN/Cargo.toml`
  
  Caused by:
    no targets specified in the manifest
    either src/lib.rs, src/main.rs, a [lib] section, or [[bin]] section must be present

whereas it works fine if I use the latest version (0.9.13) from crates.io.
