[Pkg-rust-maintainers] Bug#998415: With a recent upload of rust-serde the autopkgtest of rust-debcargo, fails in testing when that autopkgtest is run with the binary packages, of rust-serde from unstable. It passes when run with only packages from, testing.

I believe this issue is actually in the rust-cargo package*. Googling the line of code wit the
error lead me to https://github.com/rust-lang/cargo/issues/9124 which had a link to a commit
fixing the issue at https://github.com/rust-lang/cargo/commit/f097d02ea62111493b9f06d096a94dfddd020415

(rust-cargo, at least as-of the version in testing does not have a functioning autopkgtest,
so the issue does not show up there).

Ximin is working on updating rust-cargo/debcargo in unstable, but the work is currently
stalled on waiting for packages to pass NEW. github tells me that fix is included in the
version of rust-cargo currently waiting for it's build-dependencies to become satisfiable
in unstable.

I can prepare a TPU upload if you would like. Or we can just wait it out and see what
happens after the Packages pass new and Debcargo is updated.
