[Pkg-rust-maintainers] Bug#1000910: wasi-libc: Please upgrade to llvm-toolchain-12 or 13

Dear Maintainer,

As part of the effort to limit the number of llvm packages in the
archive, it would be great if you could upgrade to -13 (or -12).

Bookworm won't ship with llvm-toolchain-11

llvm-defaults is now pointing to -13.
