[Pkg-rust-maintainers] Bug#955208: rustup was published to crates.io; I'd be great to have it packaged in Debian

Unfortunately, that issue was just closed as WONTFIX, not because rustup
is actually published on crates.io now ;)

There are still some efforts to package it, but I am not sure whether
they will be done in time for the bookworm freeze.
