[Pkg-rust-maintainers] Bug#1013120: rust-strum: please upgrade to v0.21

There appear to be a number of reverse dependenices that will need
investigation for compatibility with a new semver-bumping version

I also wonder if it makes more sense to update to the latest (non-yanked) version rather
than a newer but still outdated version.
