[Pkg-rust-maintainers] rust-clap_3.1.6-1_amd64.changes is NEW

Hello ftpmasters,
I know you don't like these kind of packages but I would like to get an
exception for clap.
It has been in the archive for a while, the new version (3) is key for
many packages and it would mitigate the risk for these packages.
