[Pkg-rust-maintainers] Bug#1008670: librust-structopt+lints-dev uninstallable due to change in clap 2.34

clap 2.34 dropped the "lints" feature, this has left librust-structopt+lints-dev
uninstallable in unstable and is blocking the migration to testing of the new
versions of clap and textwrap.

Since rust-structopt+lints-dev has no reverse dependencies I would propose simply
dropping it. Any objections?
