[Pkg-rust-maintainers] Bug#1010731: rust-semver-parser-0.9: should this package be removed.

Package: rust-semver-parser-0.9

I added the rust-semver-parser-0.9 package to fix the 
(build-)dependencies of rust-debcargo. Debcargo no longer uses 
semver-parser and no other packages use version 0.9 of semver-parser, so 
I think it's time for it to go.

If noone objects I will turn this bug into a removal request in a week 
or two.
