rust-serde just needed to be ACCEPTed, which it now has been.

Plugwash explained the root cause well in
<https://bugs.debian.org/1011962#27>.  I should have done more due
diligence in understanding why I was seeing a new binary package, rather
than assuming it was a change from upstream.
