[Pkg-rust-maintainers] Bug#1025690: Clap 4 vendors parts of Textwrap

Hi all,

Please note that Clap 4 bundles parts of the Textwrap crate (which I
maintain):
https://github.com/clap-rs/clap/commits/master/src/output/textwrap.

It looks like it would be feasible to un-vendor this if necessary — there
have only been small changes to the copied code (and the changes are bug
fixes which were already present in Textwrap).
