The debian/copyright file is not in machine-readable format.

Normally that is a low priority issue, but apparently debcargo fails its
call to dh-cargo-built-using in that case, so raising severity.

Probably the reason for the failure is that the file lacks a header
section.

Another issue which I suspect is not the cause for failure but nice to
correct anyway, is that each copyright holder should be indented - i.e.
two spaces left of each copyright holder.
