[Pkg-rust-maintainers] Pllllease use experimental for potentially breaking changes

You did it again, Rust team: Broke a pile of packages when bumping a
library, most likely (again) due to some of its dependencies not yet
being quite ready.  This time it was rust-regex-syntax.

Please, pretty please with a cherry on top, do *NOT* release potentially
breaking changes directly to unstable, but use experimental.

I have mentioned this several times in bugreports before, without you
commenting on it.  This time sharing with the wider Debian community, in
case others than me can better help nudge you.
