Dear Maintainer,

I am the maintainer for the Rust LoongArch target, and I am reporting a build
failure issue with `rustc` on LoongArch64. I am seeking your assistance in
addressing this issue.

In Rust compiler v1.71.0, the `loongarch64-unknown-linux-gnu` target was promoted
to tier 2. If we were able to upgrade to 1.71.0 or later, this would easily resolve
the loongarch64 build issue.
