[Pkg-rust-maintainers] Alacritty

I noticed that the Alacritty package in the testing branch (Trixie) has been updated to the latest version (0.13.2), while the version in the stable branch (Bookworm) remains at 0.11.0-4. Given the significant differences between these versions, I wanted to inquire about what might be blocking Bookworm from receiving the latest version.

If there's anything I can do to assist in bringing the latest version to Bookworm, please let me know. I'm eager to help in any way I can.
