[Pkg-rust-maintainers] Bug#1077381: gpgv-from-sq: Please downgrade sq Recommends to Suggests

In order to consider switching the default gpgv implementation in apt
to gpgv-sq, we need to demote the Recommends to Suggests, as we don't
want to pull in sq when choosing this.
