$ ls -l /.global_cache
-rw-r--r-- 1 root root 57344 Jun 26 08:36 .global-cache
$ dpkg -S /.global-cache
cargo: /.global-cache
a) nothing in debian should create files or non-standard directories in /
b) the file name is ambigious and myght belong to any package, and could
even lead to name clashes.
Judging by the name of the file, this should probably belong in
/var/cache/cargo/, and maybe not shipped in the package but created on
installation.
