[Pkg-rust-maintainers] Bug#1065787: cargo: 0.70.1+ds1-2+b1 FTBFS on armhf/armel due to uninstallable dependencies

I noticed that the latest build (probably for 64-bit time_t) at
https://buildd.debian.org/status/package.php?p=cargo&suite=sid fails
to build for armhf and armel.

The armhf build complains about Extra-Depends: dpkg-dev (>= 1.22.5),
gcc-13 (>= 13.2.0-16.1), libssl-dev (>= 3.1.5-1.1), but I checked and
all of these exists in armhf, so not sure what is going on.

For armel the latest gcc 13.2.0-18 didn't build, but the dependency
version 13.2.0-16.1 did, so it should be all good.

I am not sure what is going on here. Could it be that cargo has some
special build-depend rules in debian/control etc. Filing this bug to
make sure the packager is aware of the build being stuck.

This issue currently blocks the builds of python-cryptography[1] on
armel/armhf, which in turn blocks stunnel[2], which in turn blocks
curl[3] which in turn blocks a dozen packages.
