[Pkg-rust-maintainers] Bug#1088770: rust-pyo3: Please update to a recent upstream version

Dear Maintainer,

it would be nice if rust-pyo3 could get a recent upstream version, while
writing 0.23.2 is available.

While trying to update python-nh3 it turned out that this requires
version >= 0.23.2 of librust-pyo3-dev
