[Pkg-rust-maintainers] Bug#1084509: rsopv: Does not seem ready to provide sopv

Hi!

While trying to integrate rsop/rsopv into dpkg, I noticed that it at
least fails with https://codeberg.org/heiko/rsop/issues/5, for
inline-verify with binary data. I'd say this disqualifies it to be
able to provide sopv. I've set this to serious to prevent it from
migrating to testing, if you disagree feel free to lower it!
