This application allows you to control your AMD GPU on a Linux system.
 Current features:
 - Viewing information about the GPU
 - Power/thermals monitoring
 - Fan curve control
 - Overclocking (GPU/VRAM clockspeed, voltage)
 - Power states configuration

This tool is also essential in case you are affected by bugs like
https://gitlab.freedesktop.org/drm/amd/-/issues/3131 as it allows
to set the GPU frequency lower than what was detected automatically.


CCing the rust team. Rust packaging is out of my comfort zone
unfortunately.
