Hi Holger,

somebody wrote a piece of software and generously allowed others to use 
this software. But they also defined a set of rules that everybody needs 
to comply with.
It is really simple: If you want to distribute this software you need to 
comply with their rules, If you don't comply, you are not allowed to 
distribute the software.

These rules are not made by Debian. These rules are made by the author of 
the software Debian wants to benefit from. So you are not in a position to 
say: because it is FLOSS I can do a bit now and maybe a bit more later.
No, not complying with a license is not a bug, it is plain wrong.

I undestand that you might feel uncomfortable doing the boring task of 
writing debian/copyright. Nobody forces you to do this.
But please respect the conditions that others set and that allow you to 
profit from their work.
