The rust-cap-* packages fall under the zellij dependency tree which
won't make it to trixie. As such, there is no real use to having
these packages in trixie. For the future ease of combining the relevant
binary packages into a single source package as well as reduced
maintenance burden, I'll keep this RC bug to remove them from trixie.
