for some past discussions regarding this, and the eventual rejection of an
earlier attempt of backporting rustc for bookworm.
For Trixie, I started with backports from the get-go and plan on continuing
those at least until the release of forky (I haven't decided yet whether I
will switch to solely providing them for forky-backports then, or do both
until Trixie switches to ELTS).
If you do need a newer rustc package on bookworm, you should be able to
build it yourself using either of the bootstrapping mechanisms described in
the packaging Readme. Depending on which version you require, you might need
to also backport a newer LLVM version first (and wasi-libc, if you require
wasm support - else you can skip it using the "nowasm" build profile).
