[Pkg-rust-maintainers] Bug#1061102: librust-tikv-jemalloc-sys-dev: fails to compile without xsltproc

This seems to be due to 0.5.4-1 somehow keeping the vendored configure script and running it. 0.6.0-1 devendored it along with jemalloc, so this shouldn't be possible anymore.
