it does not - that's only the case in upstreams git repository/cargo
workspace, but..

upstream publishes both separately on crates.io, which is where the Rust
team packaging fetches the upstream sources from:

https://crates.io/crates/blake3
https://crates.io/crates/b3sum

the latter depends on the former.
