[Pkg-rust-maintainers] Bug#1090325: brotli/brotli-decompressor updates

I've prepared updates for brotli and brotli-decompressor
to the latest upstream versions and uploaded the to
experimental.

In terms of the reverse dependencies I've addressed
the rust team ones, python-cramjam is already broken
and not in testing and rust-rustls needs no changes.

That leaves rust-ureq as the only package remaining.
Jonas, can you prepare an update for it and tell me
when you are ready for brotli/brotli-decompressor
to be uploaded to unstable?

rust-actix-http - no changes needed
rust-async-compression - fix uploaded to unstable
rust-hurl - fix uploaded to unstable
rust-rustls - jonas package, no changes needed
rust-ureq - jonas package, attention needed
