[Pkg-rust-maintainers] Bug#1116550: starship - upcoming rust-nix update

Package: starship

I hope to update rust-nix to 0.30 soon, starships debian build-dependencies
allow the new version, but the cargo dependencies do not,

After relaxing the cargo dependency, the package builds succesfully
