When trying to do an arch-all only build (dpkg-buildpackage -A) of
rust-sequoia-chameleon-gnupg it fails with.

> dh_auto_configure -i -O--buildsystem=cargo
> dh_auto_configure: error: Could not find any Cargo lib or bin packages following dh-cargo scheme! Check debian/control.

I initially noticed this with version 0.13.1-10, which I uploaded for
the rust-rand-distr update, but I have confirmed that it also happens
with version 0.13.1-9 in forky.

dpkg-buildpackage -B and dpkg-buildpackage -b are both succesful.
