I dare reassign this bug to librust-grass-compiler-dev, since
librust-grass-dev that virtually provides librust-grass-compiler-dev
was introduced into Debian few days ago and has been in the works for
more than a year (see bug#1093767).

I am sorry for the wasted duplication of efforts, and I dearly
encourage the use of ITP bugreports to signal such preliminary work to
avoid such frustrating situations.
