   * Ship a tmpfiles.d snippet creating /run/ntpd-rs (Closes: #1130697)
   * Resync the systemd units with upstream: Type=notify,
     CAP_NET_BIND_SERVICE.
   * ntpd-rs.service: Restart=on-failure, order after nss-lookup.target.
