[Pkg-rust-maintainers] Bug#1118503: rust-reqsign: please upgrade to v0.18

Dear Maintainer,

Could you please take a look at this request to upgrade reqsign? I 
understand this might require changes to opendal as well.

My motivation for bumping this bug is because I'm trying to upgrade 
jsonwebtoken 
(https://salsa.debian.org/rust-team/debcargo-conf/-/merge_requests/1323) 
to v11, and reqsign is currently a reverse dependency. I can see that in 
the next available version, 0.17.0, the reverse dependency would no 
longer be there.
