   * Allow sqlx 0.9, which dropped runtime-tokio-rustls; use runtime-tokio.
   * Wrap dynamic SQL in sqlx::AssertSqlSafe for sqlx 0.9.
   * Gate Memory-backed unit tests on services-memory.
   * Gate concurrent executor tests on executors-tokio.
   * Adapt prometheus-client 0.22 EncodeLabelSet::encode (by value).
   * Drop leftover test_is_broken.
   * Use filter_targets instead of disable-wasm32.diff.
   * Use remove_features in debcargo.toml instead of individual drop
     patches for unpackaged layers (async-backtrace, await-tree, dtrace,
     fastmetrics, metrics, throttle) and services (compfs, etcd,
     foundationdb, ftp, gridfs, hdfs, mini-moka, moka, mongodb, monoiofs,
     opfs, persy, redb, sftp, sled, surrealdb). Drop
     remove-async-backtrace.diff, remove-await-tree.diff,
     remove-fastmetrics.diff, remove-metrics.diff, remove-governor.diff,
     remove-probe.diff, remove-compio.diff, remove-etcd-client.diff,
     remove-foundationdb.diff, remove-hdrs.diff, remove-mini-moka.diff,
     remove-moka.diff, remove-mongodb.diff, remove-monoio.diff,
     remove-opfs.diff, remove-persy.diff, remove-redb.diff,
     remove-sled.diff, remove-suppaftp.diff, remove-surrealdb.diff and
     remove-openssh.diff. Keep follow-up patches for fastrace,
     opentelemetry, hdfs-native and tikv-client, whose Cargo.toml still
     references the removed crates.
   * Enable internal-path-cache so services-gdrive compiles against
     packaged moka.
