[Pkg-rust-maintainers] Bug#1124622: rust-cargo: autopkgtest fails everywhere but marked flaky

Dear maintainer(s),

Your package has an autopkgtest, great. However, it fails all its tests 
everywhere (where I looked), albeit not showing up as such because all 
tests are marked flaky. On some architectures, the tests take quite some 
time and as because the flaky restriction the result doesn't have much 
value, so that's a waste of resources.

I've added rust-cargo to the ci.d.n reject_list and will run manual 
tests when contacted and remove the block once this issue is fixed.
