if you want to take a stab using the team workflow, you could update it.

1. run ./update.sh smallvec
2. rebase/update patches if needed
3. run `cd build; build.sh smallvec` and ensure it builds + passes autopkgtests

repeat 1-3 as needed

4. open MR with the required changes and indicate that it should be
uploaded to experimental
