[Pkg-rust-maintainers] Bug#1126004: Bug#1126004: please provide features for non-english language support

I pushed an update that enables most but not all languages. Japanese, 
korean and chinese are still missing, so I'm not closing this bug. Those 
languages are blocked on packaging jieba-rs and lindera.
