[Pkg-rust-maintainers] Bug#1142805: rust-bat: please split shipped syntaxes/themes to an arch:all package

Dear Maintainer,

rust-bat source contains syntaxes.bin and themes.bin, which in turn is
deflated and used for syntax hightlighting et al. These files are also
used by other packages. presenterm, for example, vendors this in their
source. Naturally the Debian approach to these is to use the packaged
bat instead in our packaging. This presents a set of problems;

 1 - presenterm is a binary package, and it has to depend on
    librust-bat-dev, which it really shouldn't. This also causes
    400+ deps to be pulled in.
 2 - Since in Debian the rust packages are versioned, presenterm
    has to do terrible hacks[0] to keep referring to the installed bat
    version, since the bat dependency in presenterm in not versioned.
    This is intentional, for not needing presenterm updates whenever
    rust-bat has a new upload, and since ultimately bat version does
    not matter here.

I propose to ship these files in a seperate unversioned arch:all
binary package. And librust-bat-dev can depend on that and have
symlinks if necessary to have them in specific places.
