[Pkg-rust-maintainers] Bug#1129969: src:rust-gstreamer-play-sys/src:rust-gstreamer-play: fails to migrate to testing for too long

I believe these autopkgtest failures will go away once the new
gst-plugins-bad-1.0 migrates to testing. That currently seems to
be blocked on a reproducibility regression in zxing-cpp on armhf.
