Dear Debian Rust Maintainers,

I would like to propose removing rust-netlink-packet-route-0.19 from
unstable, subject to confirmation that no reverse dependencies remain.

This versioned source package was introduced in February 2025 to support
rtnetlink 0.14.1 while the unversioned rust-netlink-packet-route package
moved to newer releases. Its debian/README.source explicitly states that
it was retained for dependencies that had not yet been ported, referencing:

The relevant packaging history is:

* 1c88c177f9: introduced netlink-packet-route-0.19 as a separate package.
* 5a119c05d3: switched rtnetlink to route 0.19 and disabled the patches
   intended to support route 0.20/0.21.
* 88f5d38f56: upgraded rtnetlink to 0.20 in June 2026. That package
   depends on netlink-packet-route 0.28 rather than 0.19.

The original compatibility requirement therefore appears to have gone
away.
