[Pkg-rust-maintainers] why libc-dev not in dependencies list?

Fwiw, I think we *should* add explicit dependencies on libc-dev (and
binutils, etc).

build-essential is for building Debian _packages_, but if you're a regular
user just writing hello_world.rs for yourself, then you shouldn't need to
install build-essential (or even know about it).  More critically, I think
we (Rust maintainers) need to add versioned dependencies on some of these -
I think we require particular gnu-ld versions (for example).

Anyone want to file the bug?  (or disagree?)
