[Pkg-rust-maintainers] FileCheck problem

Rust's configure requires LLVM FileCheck, unless
--disable-codegen-tests is passed. (If passed, codegen tests at
src/test/codegen are not run.)

This is a problem, because newer Debian LLVM packages do not include
FileCheck any more. There is llvm-3.7-tools package, but no
llvm-3.8-tools package.

Maybe we should ask Debian LLVM maintainers to include FileCheck again?
