[Pkg-rust-maintainers] Upstream has changed the bootstrap process

Ah, I was indeed looking at upstream git, and incorrectly assumed these
were the same changes that went into 1.10.0.  Sorry for the confusion.
Fwiw, the code involved looks tiny if we wanted to backport that approach
to 1.10.0
