[Pkg-rust-maintainers] rust packaging policy

First of, congrats to Josh (and contributors) for his (their) work on
debcargo and dh-cargo, which now open the team for packaging and
quality maintenance of Rust libs and apps.

Before we get started though, the team should probably consider
drafting a packaging policy addressing things like naming schemes,
preferred tooling and packaging repository layout. We could start
looking at existing policies such as for d-science or d-python teams.
