I forgot to mention that this will likely be fixed in the next release (1.15.0), but we'd have to upload another orig-dl bootstrapping tarball.

Probably related to https://github.com/rust-lang/rust/issues/37320 and possibly fixable by setting an envvar.

The upstream fix for this is also the cause of the arm64 test failures that we saw:
