[Pkg-rust-maintainers] Processing of rustc_1.14.0+dfsg1-3_source.changes

I'd like to emphasise that this is somewhat important.

Debian will soon lose about ~360 packages on non-x86*/arm64 arches:

This is because librsvg recently switched to requiring rust.

Our version -3 fixes some "trivial" build failures compared to version -2. Once this is done, we will have a nice set of non-trivial build failure logs to report as bugs to upstream rust. Hopefully some other people can help with the porting effort and the test fixes.
