[Pkg-rust-maintainers] Feature request - debcargo (attempt 2)

The debcargo crate (https://crates.io/crates/debcargo), I feel is
missing an essential feature -- packaging local crates (i.e. a directory
structure containing Cargo.toml and all that good stuff) instead of
requiring to pull it from the registry, which would enable debcargo's
use in, exempli gratia, CI services, simplifying the deployment process.
