[Pkg-salt-team] libzmq3 support

Hello,

Upstream strongly suggests using latest libzmq to avoid connectivity
issues. Recomended libzmq version is >=3.2.2 although 2.x will work as
well. Experimental has already included 3.2.2 [1].

There is an (obvious) difference between 2.x and 3.2 ABI. python-zmq
upstream aims to support both old and new versions[2,3]. However there
is no python-zmq3 package though.

I've started a conversation with original maintainer of the python-zmq
about support of 3.x. Since he is in DPMT team I might help as well.
