I wasn't aware of it - and still don't fully understand it.

If it is appropriate - it sounds good.

One of my concerns with backports is that the current instructions
(http://backports.debian.org/Instructions/) don't work.

I'm guessing this is just a transitional issue, but I've also seen
packages disappear from backports for 24 or so hours (guessing part of
the upload process).

If it is appropriate for squeeze-backports-sloppy, then I'm guessing
the process is as described at
http://backports.debian.org/Contribute/. I prepare the backported
build and host it somewhere, then send an email to
debian-backports at lists.debian.org.
