[Pkg-salt-team] init script

I've been looking at bug 692066 (init.d scripts output needs cleanup) [1].

I've had a play with writing a brand new one using init.d.ex from
dh_make as a starting point. This seems to imply a silent script
unless VERBOSE is not set to "no".

In contrast, most other scripts and the debian policy[2] seem to imply
the script producing output.

Which should I be aiming for?
