[Pkg-salt-team] Salt 0.15.3

Evening All,

I've updated the debian packaging for salt 0.15.3.

In doing so I have also done the following:

- updated to depend on zeromq 3 (Closes:#690525)
- recommended python-git (Closes: #700174)

There is a new lintian warning (due to new lintian version rather than
changes), that I have not dealt with yet. This is
init.d-script-call-internal-API. I do not currently understand this
one and it should be cleaned up with the init script clean up. My aim
is to understand this one over the next few weeks and deal with it in
that process.

Hopefully it does not need any other changes.

If that is the case, and you are happy for me to delay the removing of
this new lintian warning, could either Ulrich or Madduck please upload
the package?
